Not sure if I understood the response to the info wrong or others have worngly inferred the award.

I'm not for or against H1B...being a beneficiary of this...:-)
Now, coming to the grants...the money is collected from employers who employ H1B & then this is disbursed to encourage IT education/Job training in US.
