I'm posting this information for a colleague.

The target release problem reported with these interfaces has been fixed,
in PTF SA04271 for product 5722SS1.

The following additional information is also offered:

It's possible that a customer could use QSCMATPG on a release before V5R1,
then try to use the result for QSCCRTPG on V5R1 with the PTF installed, or
on a later release.  Doing so will produce a program with a TGTRLS value of
*CURRENT, which may not be the expected result. If QSCMATPG & QSCCRTPG are
being used to move programs across releases, we recommend that a
save/restore operation be used instead.
