I believe our affiliate has an offering that may line up with your requests. I recall reviewing engineering change offerings with them and several other suppliers. We did not pursue a project. However, we probably had the best chance of meeting our objectives with their product.
We use another product of theirs for requisitions and it is nicely integrated with XA while allowing us to control the process closer to our business expectations.

We're looking for software to help us manage our Engineering Change Notice process. Ideally, it would contain the following:
1. A portal where users can submit a request and check it's status
2. Work flow processes (ability to assign tasks, track approvals, send informational emails)
3. A searchable database for past history
4. Integration with XA (Pulling data to help supply the ECN forms & searchable from within XA objects)
5. Easy to design and modify
