I have got an RPG program PORCRTR to create purchase orders in MAPICS.
There is a short description:
1) Input files are:
POOFFL - P.O. Header
POOFFL2 - P.O. Items
POOFFL3 - P.O. Item Comments
We do not use blanket orders, you would need two more tables for releases
and release comments.
You can enter data into the files in several ways, for example you could
copy from existing MAPICS tables
2) The program PORCRTR creates records in TRNDTA & TRNSTS tables and then
calls a program PSVTBP0R. The program PSVTBP0R is named Transaction Broker
and it is a standard MAPICS program. The program is used to process all
Browser requests.
3) The broker writes to all tables (maintenace history, scheduled
receipts etc.) The broker return a message if there is an error (suspended
vendor etc.)
4) The program is better then P.O. Offline load, because you can call it
outside of MAPICS and you can modify everything according to your
requirements. Tested for Release 6.

I don't have a current example, but I know that I have solved this by
using
the PO Offline load feature.

The custom program writes and processes the PO through Offline so that all
of the proper editing and field population takes place.
