We've never found a way to automatically have a special charge show up. We've also used surcharges but you can only have 1 surcharge for each customer so if you use it for other things, it can be a problem.
You might be better off using a User Exit/API and add the special charge at order entry or shipment whichever works best for you.

You can set up your surcharge code and then in the customer master records there is a surcharge code. Populate it for every customer and it will come up on their order.
