Chris is correct, it is used to optimize re-syncing databases.
It is used by the Plant Operations Interface part of PMC. However it is also used by the APS integration.
The value is set by Order maintenance in IM, OBPM and REP

I thought this was from the days when PMC used a "shadow" DB. Apps would update this field to indicate that the PM+C DB for this component needed to be refreshed.
Can anyone confirm my recollection?
