I believe there is a flag in the Demand Reference file, DMDREF, called
DQHO, Demand for Quantity On Hand that might be useful in this. You may
have to join it to the PLNORD file in order to identify the specific MO
to release and also to the Product Structure file to check components. I
have done a little on this but it is not top of mind right now so don't
know for sure whether it will work.
