You can use the Routing offline load. But some programming will be require to 
create the routing records.

Hello list,
I'm sure I'm not the first with this issue-hoping for some help. 
We have component items that are used in many parent items.  We would like to 
add a routing operation to each of the parent items.  I cannot figure out how 
to do a mass change on the parent items to add one routing operation.
Is that possible?  If not, any suggestions?
We are at release 6-EPDM, browser.
Routing ID for the parent items not necessarily the same on each one.
