Give them access to MAPICS commands only and they can only run commands
that are in the MAPICS application library..

Like: wrkitm or wrkwhs or wrkpurord

The application names are actions, so they can always be entered even
without command line authority.

They can also always use the actions: *SJ for submitted jobs, *DM for
display messages, etc.. You can create others if you think they need
them. 

This is what we normally setup for users. If you also say, LMTCPB in the
user profile to *YES, then they shouldn't be able to enter any other
system commands if they find themselves on a command line.

letter code.   But from the command line they can do lots of other

which would cause an auditor to get excited.
