If you are using the Electronic Commerce module, here are just a couple
of ways you can handle this issue:
1) You can setup a special charge/allowance in COM to match the SAC02.
When the order is uploaded to COM, the allowance will act as a COM
special charge/allowance.
2) Electronic Commerce stores the transaction data after the order is
uploaded to COM.  You can chain back to that data and modify the order
as necessary using a COM end order offline user exit.

Do you tie it to a contract, price book, etc.?

I don't see anything in MBCDREP or MBDDREP where this kind of
information
could be stored.
