I will suggest the creation of locations to control the plants. You can use
the first position of the location to identify the Plant. That will prevent
all the other nightmares.

Be careful with multiple warehouse requirements. If a planner/buyer is not 
responsible or consignment of the balance in the other warehouse, you could 
order material you already have.

Also, each warehouse will need a PO for incoming material. Opening up a 
hornets nest if the source warehouse is so close. You duplicate many
overhead 
expenses of a PO, receipt, stocking picking and financials of AP.

Can the outside warehouse be specifically segregated or can a person pick 
from the wrong warehouse.

How do you cycle count. MAPICS will now require 2 cycle count selections,
one 
for each warehouse.

Bunch of cons here I know, .. but the waters are deep.
