a couple of ideas (these have bit me in the past):

the cost technique code in item master must be in place and consistent with
how you cost labor and overhead. For example, we use routings. Even if a
routing exists for the part, the cost technique code in item master must be
"R". If not, the labor won't roll up.

in the routing itself, there is a field called operation status. The options
are 00-inactive or 10-active. It may look like a routing exists and that
labor should be rolling up, but if he operation status was somehow set to
00-inactive, no labor rolls up.

What are the possibilites that Labor is not rolling up, but Material Cost is
happening.
I have situation here where "The labor is rolling up at the part level, but
not in every case and not at the top or next level"
