Display screens in 2 languages

Our company now has some employees who only speak/read Spanish.   I need to
display some screens to them in Spanish while the other folks get an English
screen.  The badge number will determine which to display.   Is there an
easy or cleaver way to do this?  My current plan is to modify the display
file adding record formats in Spanish.   Then modify the program to display
one format or the other based on badge number.

Technical question:  How do I display the special Spanish characters.
Never have done this before.
