I can't address the other problems, but I have seen a lot of comments where
there's mentioned "a program to hold/end the Ujobs" for MAPICS backup.

If MAPICS backup is working correctly, MAPICS backup itself holds the Ujobs,
runs the backup, and restarts the Ujobs. There's no need for an additional
program to hold the Ujobs. This worked for us in Rel 4, and is working in
Rel 6...

Warning: if the MAPICS backup does not end successfully (if it ABENDs or
gets locked up in some way), your Ujobs will still be held or will be
ABENDed. This is a(nother) sure sign that all did not go well with the
MAPICS backup.

We are trying to write a program to clear the abended records that display
in CAS Job Status.  We only run a MAPICS backup on Sunday after an IPL and
have a program to hold/end the Ujobs, set the inventory batches to "F"
(tailored for immediate update), and the IPL gets all those users who didn't
see fit to sign off when they exited the building.  The only problem we have
is SOME abended records will keep a MAPICS backup from happening.  We have
some scheduled APS (Thru-Put/SCM) jobs, so cannot just clear the physical
file JOBACT.  Hope someone out there can help us.  Thanks in advance.
