Duplicate QSYSOPR messages

Anyone know why our QSYSOPR message queue receives duplicate messages
regarding backups?  It has been this way for as long as I can remember and I
have always just ignored the second message, but if someone has an easy fix
I will apply it.  We are on XA5.5.
