I'd like to caution you to a "gottcha" that bit us.  By accident, a couple of our customers had the "no partial shipments" flag set.  We shipped one line of a three-line order anyway.  MAPICS assumed that since we shiped to a "no partial shipment" customer, the customer didn't want the rest of the shipment, and the other two lines "disappeared" from the system.  (I don't even think they showed as cancelled, but I can't swear to this.)
 
So beware - "no partial shipments" doesn't stop you from making a partial shipment against an order - it just wipes out the rest of the order (at least in XA4).
 
BTW, I agree with the other two posts - MAPICS is not BPCS.  I told our management when we started our implementation that NO software package on ANY system would work if users and management were not willing to do things a new way instead of assuming the software could do it the old way.  To date, they haven't listened to me (or to others - I heard a "rumor" that a MAPICS specialist was hired by our sister company - when the specialist told the president what he would have to do to make MAPICS work the way management wanted it to work, the president fired the specialist.  I haven't been able to confirm this rumor, though.)

I wonder if anybody had a similar problem.
 
Our customer service people were able in BPCS to enter an order and add a 'T' which stopped shipment until all goods were available. The system released the order without input from customer service when all goods were available.
In Mapics this option by order is not available.
I offered the manual hold option in COM by order that can be actioned by user (and has to be maintained)
and the option to flag a customer as no part shipments allowed. Both options have been rejected by managment.
 
Any suggestions?
We are on XA R4 with IFM installed.
