Review Cross Application Support Manual on tax and the COM.

The tax calculations are comprised of Tax Suffix, Tax Indicator, Tax Code
which are combined with an effective date to create a tax table.
When building the tax table a tax group code is also entered.

The Tax suffix, indicator, code and tax group code are first set up in
master files before the tax table is created.

Suffix  = customer or vendor status
Indicator = status of the item
Code = tax to collect for an area
