I downloaded 0.17.4 and tried to compile it but got a message

You probably would only need the "build-essential" package for Ubuntu.
You should then be able to compile.

Does the new version need to be pushed to a central server
somewhere so
apt-get install can see it? I am not quite sure how the different
apt-get repositories work.
