Well, I hope I can help, but I'm a little stumped.

Try the following command:

/usr/bin/cc

See if you get a "not found" error or a "no input files" error. The latter would mean the compiler is there, but it's mad that you're not compiling anything. (If you get the first error, it means the cc compiler really isn't there, and something is going horribly wrong with your developer tools install.)

If you get the second error, then you might have a problem with your path settings. Type echo $PATH and post that, which might be a starting point.

Also, try typing:

/usr/bin/gcc3

And see what you get from that. (cc, like gcc really is only a link to gcc3)

Some random troubleshooting things to try (not specifically related to your problem, but...):

Run repair permissions from disk utility.
Run disk utility.
