Chapter 4 of the book "ASCII Work Station Reference" (SA41-3130
http://as400bks.rochester.ibm.com/pubs/html/as400/v5r1/ic2924/books/a4131300.pdf)
describes SCS commands.

You can also read the source of the Java library JTOpen (available at
http://oss.software.ibm.com/jt400).  Look at the classes SCS*Writer.
