I will pass on the above link to the AS/400 resident gurus (guri? gurii?) at 
work.
Meanwhile, I guess one way they got it to work was to define a different 
subsystem
the doesn't allow logins from anything that starts with Rxxxx##, where xxxx is a
four digit number and ## are the last two letters of the tty device, ranging 
from
aa through af.
