It's not exactly clear even what it means:

    "GTRC hereby grants public use of this software."

I wouldn't want to guess on what GTRC intend this to mean.  It could
even be as restrictive as the licenses Microsoft use for the software
they give away.

The remaining copyright notices for all the work done since that
license was put on 3270tool are under something like the X11 license,
which is so unrestrictive it's probably compatible.  I'd still rather
write new code, and most of the work is done for tn5250 already.
