One other detail that I didn't pass on to the Tomcat list (because they
wouldn't likely understand OS/400 special authorities even if I did):

On the box in question (omitting asterisks to prevent your email reader
from bolding at random), user WTADMIN has a user class of USER, group of
QPGMR, and special authorities of IOSYSCFG, JOBCTL, SAVSYS, and SECADM,
while user WINTOUCH has user class PGMR, group of QPGMR, and special
authorities of ALLOBJ and JOBCTL. On our box, my QSECOFR-equivalent user
profile has user class SECOFR, no group profile, and special authorities
of ALLOBJ, AUDIT, IOSYSCFG, JOBCTL, SAVSYS, SECADM, SERVICE and SPLCTL.
