Nonsense...

You can use transactions on files created in a library with DDS. You
simply have to have manually created the journal and started
journalling on the files. Optionally, you can set the library to
auto-journal new (and existing) files.

Lastly, note CREATE COLLECTION is non-standard and has been
depreciated for quite a while...CREATE SCHEMA is what you should be
using and the WITH DATA DICTIONARY is also depreciated.

Thus, basically the only difference, CREATE SCHEMA does in one step
what takes multiple steps (CRTLIB, CRTJRNRCV, CRTJRN and STRJRNLIB
commands) using the traditional method.
