As it turns out, the path of least resistance was to get rid of the quotes, convert the embedded spaces into underscores on the Java end, and convert them back to spaces on the ILE C end. So in effect, call becomes

Runtime.getRuntime().exec(
"/QSYS.LIB/FOO.LIB/BAR.PGM XYZ 123 this_is_a_test I_like_spam'");

That took about an hour, once I got the idea. Learning to use ProcessBuilder.start() would have probably taken longer, if I'd even heard of it at the time (I'll look into it, though).

Having used the access classes, I know they work better, and allow much less primitive communication. I also know that if I'd taken that option, I'd still be futzing around with it by this time next week, and this was a web service that had been putting out garbage unnoticed for far too long already.
