No. It is the unpacked version that Tomcat uses.
I don't understand. Are you saying that I need to do something other
than removing the .war's?
I am not entirely certain. Tomcat seems to know that it unpacked a war file to the folder, and when removing the war file the folder should go too (as you undeploy it). I do not know if that mechanism is persisted so Tomcat knows that "hey, that war went away while I was shutdown, time to undeploy".

I explicitly created the foo folder and unjar foo.war into it manually, but since we got Hudson running and scripts to build everything to the bits to go to the customer this has thankfully degraded to mirroring the dist folder on the build server.
