Actually, now that I think of it ... that shouldn't be the case (although for my testing, I do set it that way because that's the way my application is intended to be run).

Strictly speaking, the data retrieved via JDBC should be in Unicode no mater what.

Ashish, have you looked at the contents of the String (without any extra efforts to convert to UTF-8) with a debugger? I'm thinking that you might find the data is in Unicode. The question marks are showing up because they can't be rendered in your development environment.

When I'm debugging code running in a Japanese JVM, the katakana characters show up as question marks.
