Not "free". You have two options for development tools: ADTS (PDM/SEU) or GUI (RDi). Those are both priced at $800 a seat. They are no longer included in the 5722WDS bundle, and the price for the new version, 5761WDS, has been reduced. Well, reduced depends on your viewpoint.
