I have had a look at the GUI Bilder and it looks pretty good. I would like
to build a test application and I want to know if it is a dead-end before I
start.
I just gave it a quick look, and it seems pretty nifty.

I would personally not use it as it uses its own save file formats instead of Java code. Modern GUI editors know how to work with the raw Java code generating a GUI, meaning that you do not have to use the tool to do a small change but can just edit the Java file.

I know that the Visual Editor in Eclipse can do this. WSDCi also has a lot of iSeries components which I haven't used yet though (do not do GUI at the moment).

So my personal opinion is that this is a dead end.
