I'm using JTOpen 5.1 ... which has worked fine connecting to my V5R1

To be honest, if the code is going to have OS400 version restrictions
... it should really refuse to run on lower versions.

Yes ... I'm getting the following ...

CPIAD0B - SIGNON server job 464995/QUSER/QZSOSIGN processing request for
user DEVDMG on 12/08/06 14:03:43 in subsystem QUSRWRK in QSYS.  The
*SIGNON server is processing request 3 for user DEVDMG.  The types of
requests supported are as follows: 1 -- Retrieve Signon Information
                                     2 -- Change Password 3 -- Generate
Authentication Token.

for user DEVDMG on 12/08/06 14:03:49 in subsystem QUSRWRK in QSYS.  This

So it appears that the credential is being generated (which I can see),
but the connection doesn't seem to be taking.
