The RRN idea doesn't even work on the iSeries.

You'd get nothing if the first 100 records happen to be deleted.

The only way to do this is a Pual already posted:

select * from table
  (select * from
    (select * from table where...
       order by column fetch first 75 rows only) as t1
    order by column desc fetch first 25 rows only) as t2
order by column
