Thanks for the pointer, alas I seem to be experiencing the exact
opposite. The actual installed files (in the installedApps directory)
are missing, and I've been told that the references are still in the
config files, but I haven't been able to confirm that myself.

Any other ideas?

PS. Having said all that, yes, the PTFs should be applied too.

There was a problem introduced in 5.1.1.3 (and fixed in 5.1.1.4) for
disappearing apps.
The entries for the applications were disappearing from
instance_root/config/cells/cellname/nodes/nodename/serverindex.xml file
which caused the applications to appear to be uninstalled.
Adding the entries back in (or restoring file from a backup) takes care
of
the problem.
This has to be done manually (i.e. no PTF will "fix" the serverindex,xml
file - just the bug with removing the entries is fixed).
Once you have fixed the serverindex.xml file, you should apply the
latest
group PTF for WAS-Express 5.1.

We've got a client who is running WebSphere Express 5.1 (specifically
5.1.1.3, build cf30502.01). Yesterday, for the second time in as many
months, the server restarted, and when it did so, it "forgot" all the
installed applications. By "forgot" I mean not only that the
applications weren't running, but that they weren't installed. We we go
into the admin page for WebSphere the applications are no longer listed
-- as if they'd be uninstalled.

Has anyone seen this or have any ideas (other than a rogue employee
uninstalling apps. <G>)
