The String construction needs a parameter.

Try this prototype:

d String_new      pr              o    
extproc(*JAVA:'java.lang.String':
d                                               *CONSTRUCTOR)
d   value                    65535a     varying const

(You don't need to code the CLASS keyword on the PR for a constructor.)
