OK, after systematically walking through this for a better part of a day, I
can stick a fork in it.

As it turns out, the addition of the java.awt.headless=true line in the
SystemDefault.properties file in the \QIBM\UserData\Java400 folder was the
REAL solution to the problem. Having tried so many things all day long I
systematically removed most of the day's flotsam and the entry in the file
was the fix. I am NOT sure about the PASE environment, since I did not
remove that licensed program, but adding and removing the entry clearly
fixed and then caused the problem. So I am fairly confident that is the
solution. NOT the PRPQ.

Can't explain why, exactly, it didn't *seem* to fix it originally. I must
not have ended the Tomcat instance, although I sure thought I did.

Many thanks. One down and 99 to go.....I love coming back after a "break"..
