Ivan,

if this is a web app, you could setup the http server to secure your web
application using either:

AS400 logon - users use their existing logons to access app
Validation lists - Maintain users in validation lists, seperate from as400
logons.

either method is very easy to setup, search on the infocenter for the
webmasters guide
