Here is the final word from IBM on this question:

Right now there is no way to change this value when running in "headless" mode. The value when running "headless" defaults to light gray, which seems to be a hardcoded value. Note that this is not iSeries specific. The headless support is provided via the JDK 1.4 spec
from SUN. If you use headless on any other platform, this is also the case. When using Full GUI support, the X-server is queried for the value.
