Hi
seems that my problem is not with RCLACTGRP , but with
RCLRSC, I just got reply from IBM that , when RCLRSC
is issued it closes a file QJVAIO14 , which is built
to run in default activation group, and the program
assumes this file to be open and hence i get error
It was designed to work this way and so I have to put
a change in design request which will be revived and
may be in future there will be some change
If any one is more curious to find the problem and
work  on it, send me a mail 
I am now in process to change the existing program to
just call RCLACTGRP and not RCLRSC
