    I assume you mean the XML file.  That's up to you.  It looks for a file
named buildfile.xml in the current dir by default or you can pass -buildfile
filename.  Here's the main Ant URL:

    The Ant jar is included in the Tomcat download in common/lib.

    Also, you don't have to use Ant.  jspc ( bat and sh ) are available in
