The com.ibm.as400.access.Job class has methods for doing what you want.
Haven't tried this, but documentation can be found here:

I want to know if  jobs in ACTIVE  STATUS can be held / released / 
cancelled
?
Below is a brief outline of what I want to do-

AS400 sys = new AS400 ("mySystem", "myUserName", "mypassword");
CommandCall cmd = new CommandCall(sys);
If (cmd.run("mycommand") == true)
{
  Job myjob = cmd.getServerJob();
  ...
  ... 
  if (jobstatus.getStatus() == JOB_STATUS_ACTIVE) 
  {
         HOLD THE JOB
         ...
         ...
        RELEASE THE JOB
}

}
sys.disconnectService();

I came across methods in Job class where spoolfiles can be held / 
released.

Any workaround, suggestions is highly appreciated.
