Your interact job is a job with it's own Library list.  When you submit a
job, such as a compile, it loads a new job and gets it's definition from the
job description, including the Library list.  So, the answer is no, any
libraries you add explicitly with ADDLIBLE are not going to be in the job
for the submitted job, unless the submitted job's job description includes
the library.

You can create your own job description, however, modify that to include the
libraries in question and specify that job description in the JOBD (Job
Description) parameter of your SBMJOB command.
