I think that if you haven't enabled the File Serving Servlet for your web
app, you will not be able to server *.html, gif, (static pages) without
adding a Pass statement to your HTTP Server configuration.

I have a specific page (index.html) in test folder. And this page has the
following authority

http://192.168.0.170/webapp/test/index.html shows not authorized error.
