RE: Toolbox Trace timestamp

I went through this same question on this list a few months ago, and was
unable to come up with anything that I could use.  So now I have a command
that wraps the RUNJVA command and sets the system property user.timezone to
'America/Vancouver'.  (That's the PROP parameter of RUNJVA that I used.)

We are using the Trace class in the Toolbox.  The timestamp that prints
shows as GMT.  Is there a way I set it to use the system's local time?
