403 Forbidden errors can be for lots of reasons, the problem is trying to
narrow it down... (following assumes you are using the default WAS
instance)

1) do you have ANY servlets that invoke successfully in any web app?
2) what is the exact servlet URL that fails?
3) inspect the properties files located in
/QIBM/UserData/WebASAdv/default/properties/
- does the hostname & port match of that URL match a host:port listed in
vhosts.properties?
- for the mapped-to virtual host in the vhosts.properties, does the rest of
the URL match a servlet URL listed in rules.properties?

If the answers are all "yes" so far, then the next step I'd suggest is to
stop then start your IBM HTTP server with -vv (dash vee vee) as its
instance startup variable, and retry the failing servlet request, but first
things first...
