Are you sure it is not in the design of the program itself.

When you launch the program it starts the JVM, and this takes time, but once
it is loaded it works fine.

Isn't it your program that load a lot of ressources when the first
transaction
is called.

If it is the case you can add a startup sequence in your server where you
load these
ressources

We have recently deployed a small TCP/IP server written in java.  We used
crtjvapgm and set optimization to 30.  The java is then called from a CL
startup
script.  We have noticed that the first transaction that comes through the
server is extremely sluggish.  Everything after the first one processes
fine.
In addition, it seems to take forever for the program to start up and
initialize
each day.

Is there something I am missing about ensuring the program runs well on a
AS/400?  Is there anything I can do to improve performance?
