Welcome to Unix!  You wouldn't expect a Unix platform to supply decent 
error messages otherwise all those pointy-head Unix dweebs would be out of 
work!  QSHELL (and all the other Unix crap cluttering our machine -- DDNS, 
LDAP, WebSphere, etc.) is effectively a port of Unix software -- even down 
to the error notification.  If you are lucky you may see real AS/400 error 
messages in the job log of the remote program call server.

In light of Bruce Jin's resolution to the problem and since QSHELL uses 
BCI jobs to run commands (truly brilliant idea -- NOT!) I'd suggest that 
the problem is to do with work management and the number of jobs allowed 
to run in the target subsystem.
