The JVM on your system (and on my system) thinks it is in the default
timezone (GMT).  I slightly modified your program as follows:
           Date now = new Date();
           DateFormat shortTime =
DateFormat.getTimeInstance(DateFormat.SHORT);
           String tmp = shortTime.format(now);
           System.out.println("Time is " + tmp);
           System.out.println();

           System.out.println(TimeZone.getDefault());
           System.out.println();

           TimeZone tz = TimeZone.getTimeZone("CST");
           shortTime.setTimeZone(tz);
// <-- alter the timezone
           tmp = shortTime.format(now);
           System.out.println("Time is " + tmp);

After altering the timezone for the dateformat object, the date prints
correctly.
