Jon,

I regularly see discussions about requirements similar to this over in
the comp.text.pdf news group. I'm afraid the prospects are not too good
because of the format of PDF files, but there are converters that will
take PDF to HTML and other formats, and you might be able to do some
merging in one of those formats.
