I don't think you need a C background. Java is a very simple language.
In our team we have several RPG propgrammers who learned Java very easily.

My opinion is: first learn the basis of Java and OO programming, then try
to make some programs, play, learn wiht what you like. Then take a better
book. Once you understand inheritance, polymorphism, classes, etc...
read a serious book about OO modeling.
This is a long process. You have to learn to think differently, but with
Java the language is not a difficulty.
You can download very good book called "Thinking in Java" from Bruce Eckel.
(Just search the title of the book on the net)
On IBM site there is also a book called "Java for RPG programmers".

Also takes some experienced people to help you and to help people to
 design and handle difficult problems

that's a good question.  From what I'm told, the best way is to learn or
get a decent knowledge base in C first.  So, from that angle check your
local community college or checkout the C in 21 Days types of books..Also
Viagraphics has a really nice set of video's on both C and JAVA...checkout
www.viagrafix.com.   Caveat:  don't expect any video or book to make you a
ace programmer as that only  comes with time and lots of Zantac, but they
do a really decent job of getting your feet wet and giving you a working
vocabulary...
