Per IBM, the general security error is usually the result of QUSER 
password having expired or being disabled on your target AS/400.  
Display the profile and verify it is enabled and has not expired.

In addition, make sure your AS/400 servers have been started by 
running STRHOSTSVR *ALL.

FYI.  IBM has an e-mail address  JT400@VNET.IBM.COM where they will 
respond to toolkit issues.  That's where I learned this one from.
