Can an egl service call a dll?

I assume you mean specifically an EGL service part calling a function in a dll. Yes. There was some discussion of that on the EGL café just yesterday:

One link I found describes call the dll more or less directly from EGL:

Additionally, the EGL functions Syslib.callCmd() or Syslib.startCmd() can call a Windows exe. So you might even be able to write an exe in VB that declares and uses the dll and call that using callCmd() or startCmd(), though I admit I haven't tried that.
